Buildings Completed After Jan. 1, 1974

Tenants of West Village Houses applied for a ruling that they were rent stabilized. The DRA ruled against tenants, and tenants appealed. There were 42 five-story walk-up buildings in the complex. Tenants claimed that construction of the buildings was completed before Jan. 1, 1974. The DHCR ruled against tenants. DOB inspection reports showed that three temporary certificates of occupancy were denied in October 1974, and four C of O's were denied in November 1974. The first temporary C of O for the complex was issued in 1975. So the buildings were built after Jan.
