Buildings Aren't Horizontal Multiple Dwelling

Landlord claimed that two adjacent buildings weren't connected, and that they weren't rent-stabilized. The DRA ruled against landlord, and landlord appealed. The DHCR found that the two buildings weren't a horizontal multiple dwelling, so they weren't subject to ETPA coverage. One building had five apartments, the other had two. There was one owner and one heating plant, but otherwise there was no connection between the two buildings. The two items by themselves weren't enough to make the buildings a horizontal multiple dwelling.
