Suburban nonprofit hospital bought a building and asked the DHCR how it could become exempt from EPTA coverage. The DHCR said that landlord could achieve exempt status in one of three ways: (1) by renting voluntarily vacated apartments to tenants who are affiliated with the hospital; (2) by renting apartments for commercial use; or (3) by renting to a nonprimary tenant.
