Building Never Had Sprinkler System

Tenant complained of a decrease in building-wide services. The DRA ruled against tenant, and tenant appealed. Tenant had claimed that landlord wasn't providing a sprinkler system. But landlord never did provide a sprinkler in the building. So tenant couldn't claim a reduction in required services.
