Building Extension Added by Prior Landlord

DOB issued a violation notice to landlord for performing construction work without a permit. The violation was based on construction of an extension at the rear of the building and an entrance door added to the left side of the building. Landlord claimed that these conditions existed when he bought the building. The ALJ ruled against landlord. Landlord appealed and won. Landlord bought the building in 1994. A 1988 survey of the property showed that the extension was already in place. Prior landlord also submitted a letter stating that the extension was added before the building was sold.
