Building Construction Work Created Hazardous Conditions

DOB issued violation notices to landlord’s contractor for obstructing a fire escape and doing work without a permit. The contractor claimed improper service and challenged the violations. The ALJ ruled against the contractor and fined it $3,600. The contractor appealed and lost. The violation notices were properly affixed to the door of the building. DOB showed that a rooftop structure wasn’t properly secured to the building. Bags of debris and the construction door fence blocked the fire escape. These were immediately hazardous conditions.
