Building Completed in 1988

Tenant complained of reduced services, claiming that there was no superintendent in his building. An inspection showed that this was true, and the DRA reduced tenant's rent. Landlord appealed, claiming that the building wasn't subject to rent stabilization. It was built in 1988, and landlord didn't get a Section 421-a real estate tax exemption. The DHCR revoked the DRA's order. Assuming there are no 421-a benefits involved, rent stabilization applies only to new construction completed after Feb. 1, 1947, and before March 10, 1969.
