Broker Not Connected to Landlord

He claimed that the landlord made him pay a $2,000 real estate broker's fee to rent the apartment. The DRA ruled against tenant. Tenant appealed and lost. There was no proof that the broker was connected to landlord. So there could be no overcharge claim.
