Broken Window Wasn't Minor Condition

Rent-stabilized tenant complained of a reduction in services. The DRA ruled for tenant based on the condition of tenant's living room window. Landlord appealed and lost. Landlord claimed that it had made repairs and that the window condition was, at any rate, de minimis, or minor. But the DHCR's inspection showed that the right living room window was difficult to open, had three broken panes, and a gap in the lower portion of the window frame. The exterior window sills also were rotten and worn.
