Broken and Discolored Tiles

Tenants complained of a reduction in building-wide services based on various conditions in the building's common areas. The DRA ruled for tenants and reduced their rents. Landlord appealed. Among other things, landlord claimed that broken and discolored tiles were a minor condition that didn't warrant rent cuts. The DHCR ruled against landlord. The DHCR's inspector found six broken and discolored tiles on the first floor and 15 broken and discolored tiles on the second floor. Given the number of defective tiles that were broken and not merely discolored, this wasn't a minor condition.
