Boiler/Burner Installed Without Required Permit

Landlord applied for MCI rent hikes based on the installation of a new boiler/burner. The DRA ruled for landlord, and tenants appealed. Tenants repeated their claim to the DRA that landlord didn't get the required permit for this installation. The DHCR ruled for tenants. The DRA had given landlord time to submit a certificate of completion from the City of Yonkers, but landlord never submitted this document. So the boiler/burner was installed without the required permit. The rent increases were revoked.
