Bedbugs Found in Tenant's Apartment

Rent-stabilized tenant complained of a reduction in services due to bedbugs in his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that he didn't receive notice of a no-access inspection conducted by the DHCR. But the notice was correctly mailed to landlord. And DHCR inspection showed there were live bedbugs on the bed, and walls were discolored in several areas of the bedroom, living room, and apartment entry hall.
