Bathroom Painting Not Done in Workmanlike Manner

Rent-stabilized tenant complained of a reduction in services based on bathroom wall conditions. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled against landlord, who appealed and lost. DHCR inspection showed that the bathroom wasn't painted in a workmanlike manner. The walls around the bathroom mirror and at the wall corners adjacent to the ceiling were not properly plastered, sanded, and painted.
