The DRA ruled for tenant and disallowed $6,000 worth of landlord's apartment improvements. Landlord appealed. The DHCR ruled for landlord in part. Landlord spent approximately $850 for bathroom fixtures and tile work, which were improvements warranting a 1/40th increase.
