Basement Windows Not Secure

Tenants complained of reduced building-wide services. They claimed that the building's basement laundry room windows were cracked and not secure. The DRA ruled for tenants and reduced their rents. Landlord appealed. The DHCR ruled for landlord and revoked the rent cuts. The inspection report stated that laundry room windows were on hinges to open windows and that the windows needed to be secured. Two other basement windows had a grill, glass openings, and a wire grill for ventilation. The inspection report stated that the cracked glass should be replaced.
