Basement Drainage System Doesn't Qualify as MCI

Landlord applied for MCI rent hikes based on the installation of a basement drainage system. The DRA ruled against landlord, who appealed and lost. Landlord had installed an interior basement drain pipe along the exterior walls of the building connecting to sump containers and pumps. This work wasn't a building-wide improvement but merely ordinary maintenance of the basement. So it didn't qualify as a major capital improvement.
