Architect's Fees Not Adequately Documented

Landlord applied for MCI rent hikes based on the replacement of apartment windows. The DRA ruled for landlord in part, disallowing rent hikes for architect's fees connected with the work, because they weren't sufficiently documented. Landlord appealed and lost. The architect's invoices weren't sufficiently detailed to allow the DHCR to determine exactly what work was directly related to the MCI and what work was for other items. Many of the items charged merely noted the number of hours worked by the architect's employee, not what was done.
