Application Denied Because of Roof Leaks

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA ruled against landlord because the roof leaked. Landlord appealed, claiming that the indications of roof leaks observed by the inspector were from leaks that occurred before the new roof installation. The DHCR ruled against landlord. Two top-floor tenants complained of roof leaks 11 months after the new roof installation. An inspection showed that these were recent roof leaks, and so the roof installation wasn't performed in a workmanlike manner.
