Westchester landlord applied for MCI rent increases based on the installation of new windows and a burner. The DRA granted landlord's application, and tenants appealed. Tenants claimed that the MCI application contained false information about the age of the old burner and windows. The DHCR agreed with tenants, and revoked the rent hikes. Landlord had knowingly submitted false information on his application, stating that the windows and burner he'd replaced were older than the building itself.
