Apartment Not Ready for Painting at No Access Inspection

The DHCR sent the case back to schedule a no access inspection so that the repairs could be done. The DRA again dismissed tenant's complaint after tenant wouldn't allow repairs to begin on the date of the no access inspection. Tenant again appealed. She claimed that she gave access. The DHCR ruled against tenant. The inspector reported that landlord and workers arrived prepared to begin repairs.
