Apartment Heat Was Insufficient

Tenant complained of a reduction in services due to inadequate heat. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord showed that it had worked on the heating system in February 2013. But DHCR inspection confirmed that the apartment temperature was 68.1 degrees Fahrenheit when the outside temperature was 45.7 degrees. The radiators were cold at the time of inspection. Therefore, the DRA properly found that heat was inadequate.
