Landlord applied for high-rent/high-income deregulation of tenant's apartment. The DRA ruled for landlord. Tenant appealed and lost. Tenant didn't submit a complete answer to landlord's application. The DRA had requested income verification information. Tenant didn't submit copies of the first page of tenant's tax returns or the preprinted mailing labels. The DRA sent tenant several notices requesting this information before issuing its ruling.
