All Concrete Areas Not Replaced

Landlord applied for MCI rent hikes for concrete work including a walkway, retaining walls, and steps. The DRA ruled against landlord. Landlord appealed and lost. Landlord didn't replace all of the concrete areas around the building and admitted that some of the concrete work was repairs. So the work didn't qualify as an MCI.
