The ALJ ruled against landlord and fined landlord $225. Landlord appealed. DOS mailed one copy of each notice to landlord at the building. The other copies were mailed to landlord at P.O. Box 507, New York, NY 10014. Landlord claimed that the correct address was P.O. Box 507 Village Station, New York, NY 10014.

There were two Post Office stations in that Zip code area, and omitting the station name made the address incorrect. ECB ruled against landlord. Under official Post Office regulations, a P.O. box number is a sufficient form of address. The Post Office doesn't require the station name to correctly route mail addressed to a P.O. box.
