Landlord applied for MCI rent hikes based on the installation of new entrance and vestibule doors. The DRA ruled for landlord, but disallowed any increase for additional costs related to vestibule wall preparation and tiling, lobby tiling, stoop repair, handrail installation, and garbage disposal. Landlord appealed and lost. The disallowed items were ordinary repair and maintenance that didn't qualify as necessary work performed in connection with and directly related to the MCI.
