1988 Order Shows Landlord Provided Laundry Room Service

Rent-stabilized tenant complained of a reduction in building-wide services based on laundry room service changes. THe DRA ruled against tenant, finding that laundry room service was being maintained and operated by a third-party vendor. Tenant appealed and won, in part. Tenant had submitted a copy of a separate 1988 DHCR order where the DRA determined that landlord, not an independent contractor, was providing laundry room facilities. So, the 1984 building service registration filed by landlord must be amended to include laundry room facilities.

However, DHCR inspection in response to tenant's current complaint showed that the laundry room services were being provided.
